EU deal on Energy Union Governance enables local authorities to participate in designing national climate and energy futures

At 4 am this morning, the EU institutions reached an agreement on a key component of the Energy Union, the regulation on the Governance of the Energy Union. Through this regulation, the EU defines the political process for ensuring that the EU's mid- and long-term energy and climate objectives are met. Member States will have to draft 2030 national energy and climate plans and involve stakeholders, including local authorities, in the design and implementation of their plans.

Tampere (Finland) : low energy and carbon solutions in housing cooperatives

Low Carbon Housing Tampere Plus (TARMO+) is a three-year ERDF funded project run by the energy agency of Tampere for the promotion of low-energy and carbon solutions in residential housing. It mainly focuses on strengthening cooperation between all stakeholders on the territory.

New EU decision lifts key barrier to investing in energy efficiency projects

On the 19th of September, the EU statistical service Eurostat published a new guidance note on how to classify Energy Performance Contracts (EPC) in government accounts. This new guidance note, effective immediately, clarifies and makes it easier for public authorities to finance energy efficiency projects of their buildings and infrastructure. The new rules allow for accounting energy efficiency investments off the balance sheets, thereby not contributing to government deficit and debt.

Site visit - Condominium energy retrofitting in Paris : It takes trust, entrepreneurship and ambition!

On the occasion of the kick-off meeting of ACE-Retrofitting - Interreg North-West Europe, the Paris Climate Agency (Agence Parisienne du Climat - APC) organised in cooperation with Energy Cities a full-day event on the energy retrofitting of condominiums, on 18 January 2017 in Paris. Besides the ACE-Retrofitting project partners, the event gathered local players from the renovation sector in France, Belgium, the Netherlands, the United-Kingdom, Germany and Slovakia.

The low-carbon future starts in buildings: Display® Campaign presented at COP 22

While last week’s COP22 highlighted the need for stronger North-South cooperation, Energy Cities presented in Marrakech the ADEME-supported Display® Campaign to cities within the Maghreb. During this side event titled ‘Display®, let your buildings talk’ Ian Turner provided a background of the Display® campaign and the success that it has achieved in Europe over the last decade. He explained how hundreds of cities across Europe have been able to interact with public buildings users’ to sensitise and communicate the importance of energy efficiency and water conservation in public buildings.

First Net Zero Energy Buildings in Hadera (Israel), an example to follow

Riga to support the energy renovation of 6,000 houses

6,000 houses (12M m2) should benefit from comprehensive energy renovation starting in the Latvian capital city. The municipality has created a revolving fund linked to a soft loan scheme which will provide loans at a low interest rate (up to 3% APR) to citizens and non-profit organisations via ESCOs and tenant cooperatives. The goal is to increase energy efficiency and the use of renewable energy and to reduce energy consumption in the housing sector.
