Nos demandes aux futur(e)s leaders de l’UE
Le manisfeste d’Energy Cities sera remis aux nouveaux et nouvelles député(e)s européen(ne)s suite aux élections du mois de mai, avec un ensemble de demandes à court et long terme.
Ces demandes sont ambitieuses mais permettront le changement dont les villes et les citoyen(ne)s ont besoin pour poursuivre un développement durable.
Le temps presse mais nous avons une fenêtre pour des actions rapides et efficaces. Nous avons besoin de leaders qui fassent preuve de courage pour répondre à notre appel et réaliser ensemble la transition énergétique.

In order to strengthen climate and energy governance processes in the EU through an increased coordination and cooperation between local and national authorities, Energy Cities has analyzed through the LIFE PlanUp project what constitutes a good practice in energy and climate governance, based on examples from 7 EU countries. The aim is to support national policymakers in the EU in the development and implementation of their Multilevel climate and energy dialogues in the framework of their 2030 national energy and climate plans .

Cities, Regions and their Energy Agencies are striving to accelerate their energy and environmental transition that is a driving force for innovation, job creation, growth, social inclusion and overall territorial development. Within the context of the proposed changes within the Multiannual Financial Framework 2021-2027, and specifically the creation of a LIFE subprogramme on the Clean Energy Transition, the European Networks FEDARENE, EUROCITIES, Energy Cities and Climate Alliance carefully considered the opportunities that these changes present to local/regional authorities and their energy agencies.

The EU is poised to set an unprecedented standard by formalizing the role of citizens and communities in Europe’s energy transition. By 2050, almost half of all EU households could be involved in producing renewable energy, about 37% of which could come through involvement in an energy community.1 However, the market design initiative must set strong rules to acknowledge, enable and provide rights to citizens that want to be active customers or participate in energy communities.

European and national leaders would greatly benefit from building on the steady ambition of local actors to deliver Energy Union objectives.
CEMR, Climate Alliance, Energy Cities, EUROCITIES and ICLEI, representing thousands of local governments throughout the EU, as well as think tank E3G, wholeheartedly support the European Parliament proposals on this topic.

The EU is soon expected to draft the outline of its next budget – the 2021-2027 Multi-Annual Financial Framework – in a context where its unity and stability have been shaken by the Brexit and are further put into question by regional tensions within its member states, with the recent example of the Catalonian crisis. Making Europe more united, but also stronger and more democratic, as per President Juncker’s recent commitment, is thus becoming a pressing challenge which should guide the orientations of the future budget.

An EU budget to make energy citizens a reality An EU budget to make energy citizens a reality

This paper sketches a creative policy vision for how the next MFF could best unlock innovative financing and address specific barriers faced by energy citizens and community power projects wishing to invest in their own small scale RES projects. The solutions advocated in this paper involve two pillars. The first is the creation of an Energy Citizens Facility, or targeted financing programme involving the pooling of a set aside across several existing funds within the MFF, and creating an EU enabling framework to unlock innovative financing, in a geographically equitable way across the Union. The second pillar involves crafting both new ex-ante conditionalities, and new incentive structures within the MFF, to encourage the identification and removal of regulatory, and administrative barriers hindering small scale RES deployment at national level.

The contribution of cities and regions in reaching the European climate and energy targets is already significant. Yet, much more is possible with an enabling, stable and ambitious policy framework and effective access to financing. A strong Effort Sharing Regulation - without loopholes - can support and incentivise the uptake, replication and upscaling of local climate and energy actions. Creating the right conditions to enable climate efforts to propel will moreover lead to numerous co-benefits and a better quality of life for the millions of urban residents.

Quel rôle devrait être accordé aux autorités locales dans ce contexte ? Pouvons-nous encore compter encore sur un processus de prises de décisions centralisé quand tout en se déplaçant vers l’avenir, le système énergétique décentralisé alors que le système énergétique lui-même ne l’est plus ? Dans cette publication, Energy Cities fournit des indications et des orientations possibles sur la façon de revoir le cadre de gouvernance fondé sur une approche « penser local d’abord".
